After leaving the law practice, Frans was president of Leeds Precision Instruments, a manufacturing and distributing company in Golden Valley, Minnesota.
Governor Mark Dayton appointed Frans as Commissioner of Revenue in 2011 and in 2015 Dayton appointed Frans as Commissioner of Minnesota Management and Budget (MMB). While at Revenue, Frans relied upon his nearly three decades of tax law expertise as well as strong business and managerial experience to help overhaul the state’s tax system to make it more progressive and sustainable. While at MMB, Frans helped restore financial stability to the state, helped restore the state’s $2 billion rainy day fund, reformed public pensions, and regained the state’s AAA rating. He also enhanced the reputation of the state as an employer of choice with an emphasis on a diverse workforce and inclusive culture through improved recruiting and training.
Most recently Frans was appointed Commissioner of MMB by Governor Tim Walz in January 2019.
Frans lives in Minneapolis with his wife and has two adult children.
